On October 14, Lu Xiaozhong, distinguished professor of the Yangtze River Scholars of the Ministry of Education and dean of the Higher Education Development Institute for the Greater Bay Area of SCNU, together with his team, held the eighth academic seminar to release the periodical achievements of their research.
"According to the research and comparison, there remains much room for development of science and education integration as well as industry and education integration in Guangdong-Hong Kong-Macao Greater Bay Area. We can make better use of their complementary advantages and enhance the level of integrated innovation, constructing a world-class technological bay area,” Professor Lu said.
Professor Lu Xiaozhong made a report by live streaming connected with the San Francisco Bay Area. In his report, he comprehensively compared the difference between San Francisco Bay and Guangdong-Hong Kong-Macao Greater Bay Area in the aspects of development process and mechanism of diverse higher education, the interaction between higher education and technology innovation and the role of government in higher education.
"Research shows that excessive interaction between the Bay Area's higher education and the market may cause problems," said Prof. Lu. Driven by profits gained from funding, it lays too much emphasis on the practical use of majors, thus overlooking the exploration in fundamental subjects. However, there still exists the problem of deepening understanding, recognition and adaptation in university system in the development pattern of higher education in the Guangdong-Hong Kong-Macao Greater Bay Area.
In terms of the development process, the formation, maturation and perfection of the higher education system in the San Francisco Bay Area were reached because universities actively respond to market’s needs and interact with the social change. There are about 370 universities in this area at present, with an achievement transformation rate of 30% to 40%. Apart from Stanford University, the University of California, Berkeley and other world-class universities, there are lots of application-orientation colleges and profit-oriented universities. The market mechanism plays a key role in the process of founding and operating of these universities. Due to the fact that the surrounding university cluster consists of lots of distinguished universities, Silicon Valley and the San Francisco Bay Area are able to form innovative clusters. It can be said that the good reputation of the "tech Bay Area" comes after the formation of Silicon Valley.
In contrast, the establishment of Guangdong-Hong Kong-Macao Greater Bay Area is an important strategy of China. Both market and universities respond to it actively, forming a promising prospect of cooperation. At present, there are about 168 universities in the Greater Bay Area, including academic research, applied-research, applied technology and applied skill training type universities. Moreover, there are talent-training systems of bachelor, master, doctoral and junior college degrees etc.. The Pearl River Delta Region is home to plenty of outstanding scientists who are equipped with original innovation ability. Therefore, this area performs well concerning diverting technological achievement into productivity. Although the present transformation rate is less than 10%, it has great potentiality in general.
Over the past two months, the research team has visited ten universities and think-tanks, including Stanford University, the University of California, Berkeley, San Jose State University, San Francisco State University, the Bay Area Council, etc.. The team did empirical research and in-depth interviews focused on the cultivation of innovative talents in Bay Area's universities and the interaction mechanism between urban society and universities in Bay Area.
