The teaching center set by SCNU in Penang was built by the cooperation between SCNU and foreign education institutions, aiming to provide premium Chinese postgraduate education programs for Malaysian personnel engaged in the teaching and management of Chinese language education. Since it started discussions in March 2018, with the  support of Wang Enke, president of SCNU, Wu Jian and Chen Wenhai, vice presidents of SCNU, along with other departments, Persatuan Pendidikan Du Zhong Pulau Pinang has carried out many mutual visits and signed a cooperation agreement with SCNU. In October 2019, 32 graduate students majoring in Education Management and Mental Health Education were enrolled. They are mainly middle school teachers from Chinese language independent middle schools in Penang.

Hu Wanben, Director of General Affairs of Chung Ling High School Pulau Pinang, congratulated the opening of master’s degree program of SCNU, and introduced the enrollment targets and funding policies. He pointed that it is bound to promote Chinese language education and schools in Malaysia, especially in Penang.
